A Growing Agricultural District in Uganda's Buganda Sub-Region
Kalungu District sits in the fertile heart of Central Uganda's Buganda Sub-Region, stretching west of Lake Victoria and just north of the Masaka-Kampala highway corridor. Officially inaugurated in July 2010”after its separation from Masaka District”Kalungu was created to bring public services closer to rural communities and to tap the area's strong farming potential and rich Buganda heritage.
Geographically, Kalungu is a landscape of rolling lake-basin plains, low rocky ridges and wide papyrus-fringed wetlands. The district's eastern edge drains toward Lake Victoria, providing ample moisture for rain-fed crops and small livestock enterprises, while the western hills host coffee and banana gardens interspersed with woodlots. This setting has fostered a mixed food-crop and dairy economy, anchored by smallholder households.
Administratively, Kalungu District is organised into six sub-counties and two town councils. The rural sub-counties include Bukulula, Kalungu, Kyamulibwa, Lwabenge, Bigasa and Kitanda, while Kalungu Town Council and Lukaya Town Council handle the district's main commercial centres. Beneath this layer sit 35 parishes and 281 villages, ensuring that local councils can mobilise residents and deliver government programmes at the grassroots.
Education is a flagship sector, with more than 218 schools spread across all levels. These comprise 46 nursery schools, 134 primary schools, 33 secondary schools, one tertiary institution and two teachers' colleges. The network feeds into nearby Masaka City's universities and provides a steady pipeline of trained teachers for Buganda's expanding private-school market. The district education office nevertheless highlights persistent challenges”limited science laboratories, understaffed rural schools and low ICT penetration”that must be overcome to raise completion rates. KAWA has supported and set up ICT Clubs at Lutembe SS and St. Charles Lwanga Kasasa, connected the schools on KAWA Connect.
Economic activity revolves around smallholder agriculture and roadside trade. Farmers grow coffee, bananas, beans, cassava, groundnuts and sweet potatoes, while the wetlands support market vegetables and subsistence fishing. Dairy herds in Bukulula and Kyamulibwa supply milk to Masaka's processors, and Lukaya Town remains a renowned stop for road-side roast beef ("Lukaya muchomo) and produce trading along the Kampala“Kasese highway.
Infrastructure is improving but still uneven. The tarmac Masaka“Villa Maria“Bukulula road gives Kalungu year-round access to city markets, yet feeder-road maintenance remains a perennial issue, especially during the rainy seasons. Grid electricity now reaches every sub-county headquarters, but many interior villages rely on solar kits or kerosene. Boreholes and valley tanks provide water, although dry-season shortages persist in the drier western parishes.
Governance is overseen by an elected District Chairperson, Resident District Commissioner (RDC) and Chief Administrative Officer (CAO), with sub-county leadership driving parish-model activities. Two Members of Parliament”one for Kalungu East, one for Kalungu West, plus a District Woman Representative”champion local priorities such as farm-to-market roads, vocational training centres and youth enterprise funds.
In summary, Kalungu District blends fertile soils, a strong Buganda cultural identity and a growing education network to position itself as a promising agricultural and skills-development hub in Central Uganda. Continued focus on rural infrastructure, school ICT integration and modern agribusiness will unlock broader opportunities for its more than quarter-million residents and cement Kalungu's role as a vibrant contributor to Buganda's rising prosperity.
