Namayingo District has seen a remarkable transformation in its education sector over the last decade. Starting with just two senior officers in 2010, the Education Department has grown, reflecting a commitment to nurturing the minds of tomorrow. However, this growth has not been without its challenges.

The Growth of the Education Department

The Namayingo District Education Department, established in 2010, began modestly but has shown significant growth. Currently staffed by five substantively appointed officers, the department oversees a range of educational and inspectorate activities. It coordinates four centers: Buswale, Syanyonja, Sigulu, and Banda, each playing a crucial role in the district’s educational landscape.

Vision and Mission: A Commitment to Quality Education

The department’s mission is to provide a system for setting and reviewing standards in education and sports, ensuring continual improvement. Their vision asserts the power of formal education in societal transformation, emphasizing the importance of equipping individuals with the necessary knowledge and skills for sustainable development.

Objectives: Broad and Inclusive

The department’s objectives range from delivering quality education and improving access to ensuring the welfare of learners and teachers. These objectives also encompass infrastructure development, literacy enhancement, and effective resource utilization.

Infrastructure and Staffing: Building the Foundations

The district boasts 84 government-aided primary schools and 101 private ones, alongside five government grant-aided secondary schools and 11 private secondary schools. However, there are challenges in infrastructure, such as a shortage of teacher's houses and adequate classrooms.

Special Needs Education: An Area for Growth

A notable gap in the district’s educational system is the lack of units and facilities for Special Needs Education (SNE). The absence of specialized resources and trained teachers for SNE highlights an area needing urgent attention.

Performance and Ratios: A Mixed Picture

The district has shown commendable performances in primary education, but the teacher-pupil ratios and infrastructure provisions like the pupil-desk ratio and pupils-classroom ratio still fall short of the national standards.

Challenges: More than Just Numbers

Namayingo’s education sector faces several challenges, from the negative attitude of parents towards education to inadequate financial support. These issues are compounded by staffing difficulties in remote areas and a lack of essential educational materials.

Conclusion: A Path Forward

The Namayingo District’s journey in education highlights the complexities of providing quality education in a developing context. While there have been significant strides in staff expansion, enrollment numbers, and educational objectives, the district still faces substantial hurdles. Introduction

The challenge of improving the quality of education in Ugandan schools, particularly government-owned institutions, requires an analysis of fundamental aspects of the teaching and learning process. One essential yet often overlooked component is lesson planning. Some teachers, overwhelmed by their workload, dismiss the importance of written lesson plans, preferring to mentally map out their teaching strategy. However, lesson planning is a crucial step in high-quality teaching and learning and should not be sidelined. Here’s why lesson planning is critical and how teachers can adopt it in a manageable way.

The Importance of Lesson Planning

Lesson planning serves as a roadmap for teachers, detailing the ‘what’, ‘how’, and ‘when’ of teaching. A well-designed lesson plan not only specifies the learning objectives and content to be covered but also outlines teaching methodologies, resources needed, and evaluation criteria.

  1. Enhances Teaching Effectiveness: With a clear plan, teachers can ensure their lessons are structured, coherent, and engaging, which improves teaching effectiveness.
  2. Facilitates Smooth Transitions: Lesson plans help in seamless transitions between topics, ensuring continuity and better understanding.
  3. Encourages Reflection: Lesson plans enable teachers to reflect on their teaching strategies and make necessary modifications to improve learner outcomes.

Simplified Guide to Lesson Planning

Understanding the pressure teachers face, here are simplified steps for creating effective lesson plans without overburdening oneself:

  1. Define Learning Objectives: Clearly identify what you want students to learn from the lesson. These should align with the curriculum goals.
  2. Identify Appropriate Teaching Methods: Choose teaching strategies that best deliver the content and engage students, be it lectures, group work, or hands-on activities.
  3. Prepare Learning Materials: Identify and prepare the resources required, such as textbooks, multimedia, or lab equipment.
  4. Plan for Assessment: Determine how you will evaluate student understanding, either through formative assessments during the lesson or summative assessments at the end.
  5. Allocate Time: Assign appropriate timeframes for each part of the lesson.
  6. Be Flexible: Allow room for modifications based on students’ responses and learning pace.

Addressing the Challenge of District Inspectors

As to the concern of ineffective district inspections, we need a collective effort to improve the system. While district inspectors are tasked with monitoring and ensuring the quality of education, they cannot single-handedly solve the issues. Their efforts should be supplemented by:

  1. Enhanced Training: Providing regular training for district inspectors to keep them updated with the latest teaching methodologies, curriculum changes, and inspection techniques.
  2. Clear Performance Metrics: Establishing clear and objective performance metrics for both inspectors and teachers.
  3. Increased Collaboration: Encouraging a collaborative approach where inspectors, teachers, and school administrators work together towards the common goal of improving educational quality.
  4. Empowering Teachers: Instead of relying solely on inspectors, empowering teachers to self-evaluate and make improvements in their teaching practices can foster a culture of continuous professional development.
  5. Involving Parents and Community: Encouraging parents and community members to participate in school activities and provide constructive feedback can also help improve the quality of education.

Lesson planning is an indispensable part of high-quality teaching and learning, offering numerous benefits for both teachers and students. While the workload can be challenging, adopting a simplified and flexible approach to lesson planning can make the process less daunting and more effective. How can Edtech help in lesson planning

The advent of Educational Technology (EdTech) has transformed many aspects of teaching and learning, including lesson planning. Below are ways in which EdTech can aid in lesson planning and improve overall teaching effectiveness:

  1. Efficient Lesson Planning Tools: There are numerous online platforms and applications that offer intuitive interfaces for teachers to create, store, and modify their lesson plans. These tools can help teachers outline their lessons, set learning objectives, integrate multimedia resources, and map out assessments all in one place.
  2. Easy Access to Resources: The internet is a vast repository of teaching resources. Teachers can easily find and incorporate educational videos, interactive games, simulations, digital textbooks, and other resources into their lesson plans to enhance student engagement and understanding.
  3. Collaboration and Sharing: EdTech facilitates collaboration between teachers. Through cloud-based platforms, teachers can share their lesson plans, teaching resources, and effective strategies with colleagues, promoting a culture of collaboration and continuous learning.

We’re thrilled to announce the launch of a new Information and Communications Technology (ICT) club at Kamuli Girls College, made possible through a joint initiative by KAWA and the Uganda Communications Commission (UCC) under the UCUSAF project.

Located in Kamuli district, Busoga, in eastern Uganda, Kamuli Girls College is a beacon of women’s education in the region, nurturing many successful and influential women, including the former Speaker of Parliament and current 1st Deputy Prime Minister and Minister for East African Community.

New Milestones, More Opportunities

The headteacher of the school, Ms. Specioza Kasowole, expressed her gratitude to the UCC and UCUSAF during the launch ceremony. She acknowledged their significant contributions in providing high-speed internet connectivity (5mbps) facilitated by RENU, supplying ICT books for learners, and supporting the implementation of the new ICT club.

However, challenges remain. There is a pressing need for a technology upgrade in the school, particularly to revive non-working computers and broken servers. The computers were initially intended to use the NComputing software, which has unfortunately been discontinued. Furthermore, the school is grappling with a shortage of computers, a gap that has widened due to the growing student population.

We’re mindful of these hurdles and believe that with collective efforts, we can overcome them. After all, each obstacle surmounted brings us one step closer to our goal of bridging the digital divide.

Acknowledging the Pillars of Support

Ms. Kasowole also extended her appreciation towards Hon. Rebecca Kadaga for her generous assistance in providing a bus and supporting the reconstruction of the school.

Forging Ahead with the ICT Club

The establishment of the ICT club has stirred up an infectious enthusiasm among learners. Our team at KAWA, together with deputy headteacher Ibrahim Kaggwa and ICT teacher Lawrence Inhensiko, are committed to nurturing this excitement. We aim to equip the students with invaluable digital skills that will shape their futures and potentially, the future of Uganda.

To this end, KAWA has offered numerous resources such as talking books and a structured one-year plan with weekly activities. These resources aim to inspire, engage, and challenge the young minds, leading to deeper learning and creativity in the realm of ICT.

This initiative marks a significant stride in our continuous efforts to equip the next generation with digital literacy skills. It’s a leap towards an empowered, connected, and tech-savvy future. Together, let’s embrace the digital revolution!

Ruyonza School ICT Club members presented their Finance and records management Innovation during the regional NCC School ICT Competitions at Amazon Building, Mbarara City.

KAWA is working with UCC through UCUSAF to launch ICT clubs in all secondary schools in Uganda. The key objective of these clubs is to build the students' ICT skills more effectively and responsibly, drive creativity and innovation and develop the capacity of learners and their teachers in the care and maintenance of the Computer Laboratory. The ICT clubs will also be connected to nearby universities for further mentorship.

Implementation of Lower Secondary Competency-Based Curriculum (CBC)

Schools are implementing the Lower Secondary Competency-Based Curriculum (CBC) with S.1 learners as they progress to the next class. With the support of NCDC and the Master Trainers, teachers are gaining a deeper understanding of the implementation of the curriculum.

Project-Based Learning (PBL) is a key focus with projects that students will undertake at every end of the topic. Teachers will then be required to note the student's progress before any new topic is introduced.

KAWA recommends the creation of Teacher mentors and a Professional Learning Community (PLC) in the school so that teachers who have not been oriented to the revised curriculum can get help from their colleagues at school to understand the expectations of the new curriculum.

In the new curriculum, there is a provision for the pre-Vocational component of education which is in the line with the World of Work requirements and in line with the Skilling Uganda strategy. This is aimed at preparing learners at an early age with the opportunity to understand and appreciate vocational work, recognize its importance and later join the world of work in this area.

Subjects that will benefit from this arrangement include performing arts, Agriculture, ICT, Nutrition and Food Technology, Art and Design, Technology and Design, Physical Education, and Entrepreneurship.

Learners studying these subjects will have the option of being assessed in the occupational competence equivalent to Level 1 at the Directorate of Industrial Training (DIT) at the end of senior three.

Dabani Girls Secondary School ICT Club

The KAWA team delivered talks and engaged in conversations with some of the club members. Some of the students enthusiastically shared their learning project works that they already were embarking on. The KAWA team handed to the club about 100 T-Shirts branded in UCC logos, and a pair of Samsung Galaxy tablets donated by UCC for implementing club activities.

The pilot project is UCC's long-term commitment to supporting clubs in maintenance and basic repairs of computers and accessories in their respective schools.

However, KAWA's mandate goes beyond maintenance and repair to building capacity in the participating learners to utilize ICT to leverage 21st-century learning practices and make ICT more relevant in their lives and education.
Key objectives outlined are:
¢ Building in the students the skills of using ICT more effectively and responsibly.
¢ Enabling creativity and innovation, critical thinking, and problem-solving mentality
¢ Being able to integrate ICT in mainstream disciplines, other clubs, and schools' activities for learning purposes.
¢ Being able to purposefully network, collaborate, and work as a team.
¢ Empowering learners to address real issues affecting their communities and finding solutions to them through innovative learning projects.
¢ Developing a sense of ownership of and taking part in the maintenance of equipment of their respective ICT departments.

KAWA's talk with the club learners encompassed the aims and objectives of the project, 21st-century challenges and opportunities that young people must equip themselves to face, and employability skills “ hard and soft.

Clubs members were urged to act responsibly in interacting with their schools' ICT properties and to guard them jealously. They were also urged to fully participate in Lab maintenance as a principal club learning activity.

Each of the club is expected to come up with at least one innovative learning activity. Outstanding clubs will be recognized for their efforts.

UCC through UCUSAF has installed ICT computer labs in over 1,000 secondary schools, tertiary institutions, and universities. All these schools currently teach the ICT subject either at O-level or/and A-Level.

UCC/UCUSAF identifies the sustainability of ICT laboratories in Schools and Colleges as a major Challenge. A study done in 2018 found that 40% of the laboratories were in semi-operable condition (RCDF Report). The maintenance issues identified were of a kind that could easily be trouble-shot by a trained computer teacher.

Even Schools that have not yet received Computers from UCC are being supported through teachers' capacity building.

Implementation Lower Secondary Competency-Based Curriculum (CBC)

Schools are implementing the Lower Secondary Competency-Based Curriculum (CBC) with S.1 learners as they progress to the next class. With the support of NCDC and the Master Trainers, teachers are gaining a deeper understanding of the implementation of the curriculum.

Project-Based Learning (PBL) is a key focus with projects that students will undertake at every end of the topic. Teachers will then be required to note the student's progress before any new topic is introduced.

KAWA recommends the creation of Teacher mentors and a Professional Learning Community (PLC) in the school so that teachers who have not been oriented to the revised curriculum can get help from their colleagues at school to understand the expectations of the new curriculum.

In the new curriculum, there is a provision for the pre-Vocational component of education which is in the line with the World of Work requirements and in line with the Skilling Uganda strategy. This is aimed at preparing learners at an early age with the opportunity to understand and appreciate vocational work, recognize its importance and later join the world of work in this area.

Subjects that will benefit from this arrangement include performing arts, Agriculture, ICT, Nutrition and Food Technology, Art and Design, Technology and Design, Physical Education, and Entrepreneurship.

Learners studying these subjects will have the option of being assessed in the occupational competence equivalent to Level 1 at the Directorate of Industrial Training (DIT) at the end of senior three.

ICT Computer Laboratories

UCC through UCUSAF has installed ICT computer labs in over 1,000 secondary schools, tertiary institutions, and universities. All these schools currently teach the ICT subject either at O-level or/and A-Level.

UCC/UCUSAF identifies the sustainability of ICT laboratories in Schools and Colleges as a major Challenge. A study done in 2018 found that 40% of the laboratories were in semi-operable condition (RCDF Report). The maintenance issues identified were of a kind that could easily be trouble-shot by a trained computer teacher.

Even Schools that have not yet received Computers from UCC are being supported through teachers’ capacity building.

Implementation Lower Secondary Competency-Based Curriculum (CBC)

Schools are implementing the Lower Secondary Competency-Based Curriculum (CBC) with S.1 learners as they progress to the next class. With the support of NCDC and the Master Trainers, teachers are gaining a deeper understanding of the implementation of the curriculum.

Project-Based Learning (PBL) is a key focus with projects that students will undertake at every end of the topic. Teachers will then be required to note the student's progress before any new topic is introduced.

KAWA recommends the creation of Teacher mentors and a Professional Learning Community (PLC) in the school so that teachers who have not been oriented to the revised curriculum can get help from their colleagues at school to understand the expectations of the new curriculum.

In the new curriculum, there is a provision for the pre-Vocational component of education which is in the line with the World of Work requirements and in line with the Skilling Uganda strategy. This is aimed at preparing learners at an early age with the opportunity to understand and appreciate vocational work, recognize its importance and later join the world of work in this area.

Subjects that will benefit from this arrangement include performing arts, Agriculture, ICT, Nutrition and Food Technology, Art and Design, Technology and Design, Physical Education, and Entrepreneurship.

Learners studying these subjects will have the option of being assessed in the occupational competence equivalent to Level 1 at the Directorate of Industrial Training (DIT) at the end of senior three.

ict clubs implemented by KAWA for UCC/UCUSAF

 

KAWA is working with UCC through UCUSAF to launch ICT clubs in all secondary schools in Uganda. The key objective of these clubs is to build the students' ICT skills more effectively and responsibly, drive creativity and innovation and develop the capacity of learners and their teachers in the care and maintenance of the Computer Laboratory. The ICT clubs will also be connected to nearby universities for further mentorship.

Tooling and Retooling of teachers.
