  • For the first time in many years, the country may not have candidates writing the national examinations administered by the Uganda National Examinations Board (UNEB) this year, sources have revealed.

    Sources in the Government familiar with the state's position on school reopening have revealed that both primary and secondary schools will reopen in January 2022.

    This is so because learners have not studied and are, therefore, not ready to write their examinations.

    Subsequently, the would-be 2021 examinations will be rescheduled, and that the education ministry will redesign mechanisms under which semi-candidates will be prepared for exams.

    The semi-candidate classes include Primary Six, Senior Three and Five.

    "The semi-candidates hardly completed their syllabus and also, they have not touched the candidate classwork. That means they are not ready. I cannot say that candidates will sit for exams in 2022, that will be determined by the ministry later, a source said.

    A separate source who is also familiar with developments said schools including primary and secondary will reopen on Monday, January 10, 2020.

    The source also said that universities and tertiary institutions will reopen on Saturday, November 20, 2021.

    The National Covid-19 Task Force agreed on the recommendation on Tuesday during a meeting held at the urging of the President to review their initial proposal.

    The government first closed schools during a lockdown in March 2020, days before Uganda registered its index Covid-19 case, and again during a second lockdown on June 18, this year, imposed to break a devastating pandemic second wave.

    Sources also confirmed that the government has also completed the first phase of condensing the curriculum for both primary and secondary education, which will be used by teachers when schools reopen in January 2022.

    Reports indicate that learners will be assessed and promoted automatically to the next class when schools reopen and that they will be given remedial lessons in two weeks to cover what they missed in their previous classes.

    Sources in the Ministry of Education quoted by Daily Monitor say that the curriculum for Senior One and Two have been blended to ensure that this is all taught in Senior Two.

    This means that Senior One students will now report to Senior Two.

    The National Curriculum Development Centre (NCDC) was assigned by the Ministry of Education to harmonize all topics in lower and upper primary, O, and A 'Level to come up with a condensed curriculum for the four levels.

    The spokesperson of the Ministry of Education, Dr. Denis Mugimba said NCDC was tasked to kick-start the review of the curriculum last year.

    Uganda was named among the only 5 countries in the world to keep schools shut throughout the pandemic by a UNICEF report.

    Mbale High School ICT

    The KAWA team delivered talks and engaged in conversations with some of the club members. Some of the students enthusiastically shared their learning project works that they already were embarking on.

    The KAWA team handed to the club about 100 T-Shirts branded in UCC logos, and a pair of Samsung Galaxy tablets donated by UCC for implementing club activities.

    The pilot project is UCC's long-term commitment to supporting clubs in maintenance and basic repairs of computers and accessories in their respective schools.

    Clubs members were urged to act responsibly in interacting with their schools' ICT properties and to guard them jealously. They were also urged to fully participate in Lab maintenance as a principal club learning activity.

    Each of the club is expected to come up with at least one innovative learning activity. Outstanding clubs will be recognized for their efforts.

    The idea of "Seed Schools is a practical remedy to the immediate challenge of setting up infrastructure.     KAMPALA “ An analysis of the recently released 2020 Uganda Certificate of Education (UCE) examination results shows that Seeta High School in Mukono topped the list of schools with the highest number of students scoring maximum marks in the four General Science subjects including Physics, Chemistry, Biology, and Mathematics.

    The students also registered a staggering performance in general science with 100%.

    St. Mary's  High School, Lukaya, St.Henrys College, Kitovu, St. Marys College, Kisubi, St. Josephs  SS, Naggalama, St.Marys Girls College, Aboke, Seeta High School Green Campus, Mukono, Bp. Cipriano Kihangire SS, Uganda Martyrs SS, Namugongo and Bukalasa Minor Seminary in Kalungu followed in that order.

    Getting a maximum aggregate score or close is an indicator that the school and students demonstrated high levels of knowledge and skills in the subjects they sat, according to Uneb.

    This website looked closely at the performance of each school based on the number of students obtaining distinction one in General Science subjects: Physics, Chemistry, Biology, and Mathematics.

    The exam results confirmed that the country is struggling to get more students to pass science subjects.

    Nearly half of the students who sat for the UCE exams failed Physics and Chemistry papers. Results released on Friday, July 30, by the Uganda National Examinations Board indicate that at least 166,530, Out of the 333,060 students who sat for the 2020 examinations, scored F9 in both subjects.

    According to the Uganda National Education Board (UNEB) Executive Secretary Dan Odongo, although there has been an overall improved performance in a number of subjects, there is still a challenge in overall pass levels for science subjects.

    Odongo points out that more students still find difficulty in handling the apparatus during practical tests as well as marking and recording observations among other challenges.

    The Ministry of Education, Science and Sports released Uganda Certificate of Education (UCE) examination results for the year 2020 indicating an improvement in the general performance of candidates.

    According to UNEB, candidature decreased by 4,324 (-1.3%) from 337,720 in 2019 to 333,396. Of these, 148,128 (44.4%) were USE beneficiaries.
    The number of male candidates registered is 166,744 (50.01%) and that of females is 166,652 (49.99%).
    The difference is only 92 more males than females. In 2019, the number of females had surpassed that of the males by 398.

    A total of 749,761 candidates from 14,300 centres (schools) registered for PLE in 2020 compared to 695,804 in 2019.

    In 2019, boys beat girls in performance despite the fact that more girls sat for the PLE and the trend has been the same in 2020.

    UNEB released the results of the PLE 2020 results on July 16, 2021 from State House Entebbe.

    Education Minister Janet Museveni presided over the release of the first set of exams.

    Our first analysis of the results in Wakiso District shows a slight improvement as compared to those in 2019.

    KAMPALA ” The Minister of Education, Ms. Janet Museveni has released the 2020 Primary Leaving Examination results at State House Entebbe.

    This is the first set of exams to be released by the Education ministry and Uganda National Examination Board (UNEB).

    UNEB Executive Secretary Dan Odongo said a total of 749,761 candidates from 14,300 centres (schools) registered for PLE in 2020 compared to 695,804 in 2019.

    Of this number, 513,085 (68.4%) from 11,231 centres were Universal Primary Education (UPE) beneficiaries, and 236,677 (31.6%) of the candidates were Non UPE.

    In 2020, analysis by gender indicated that 353,925 (47.2%) boys were registered compared to 395,836 (52.8%) girls, indicating that more girls than boys completed the Primary Education cycle.

    He said this has been the trend in the last five years.

    The Board registered 1,599 learners with special needs of various categories.

    The blind, the deaf, the physically handicapped and the dyslexics among others.

    Of these, 752 (47.0%) are females and 847 (53.0%) are males.

    PERFORMANCE OF CANDIDATES BY SUBJECT

    He said the performance of candidates in the four subjects is compared over the two-year period of 2020 and 2019 in Table 3 below. The performance is indicated at Distinction 2, Credit 6 and Pass 8 levels.

    The table indicates that in English there was an overall improvement in performance at the minimum pass level. Distinction level passes declined slightly but the credit level remained the same. In Social Studies with Religious Education (SST), performance improved at the distinction and credit levels while overall pass level remained the same.

    Integrated Science recorded an improved performance at the distinction level, similar to the levels seen before 2019, but the overall pass level declined slightly.

    Mathematics had a slight drop in performance across all three pass levels. SST remains the best done subject as in previous years.

    The table indicates the females performed better than the males in English, but the reverse is true for the other three subjects; Social Studies & Religious Education, Integrated Science, and Mathematics.

    As we have reported in previous years, candidates' performance in English and Mathematics tended to be poorer in questions requiring free expression or application of learned concepts in problem solving situations. Candidates performed better in questions that were direct and based on recall.

    Examiners again reported good handwriting and organized work presented by candidates. The number of candidates scoring zero in various subjects has generally increased compared to previous year.

    5.0 OVERALL PERFORMANCE BY DIVISION

    Table 5 below shows the overall performance of candidates by Divisional grades in 2020 compared to the performance of 2019.

    The table shows that in 2020, more candidates obtained Division 1 than in 2019. The overall pass levels are comparable between the two years. In terms of numbers, 659,910 candidates passed the PLE compared to 617,150 the previous year. Overall, therefore, more pupils qualify to join the post-primary institutions than the previous year.

    A candidate is deemed to have passed if he/she obtains Divisional grades of 1, 2, 3 or 4. Such candidates will qualify to register for any post primary examination conducted by UNEB. This Division U (Ungraded) is awarded to candidates who have failed to reach the minimum level of performance that can be awarded at least a Division 4. Such candidates are advised to repeat.

    From the table, it can be seen that Non UPE candidates performed better than the UPE candidates. Most of the Non UPE candidates are from schools located in urban areas. Studies conducted by UNEB through National Assessment of Progress in Education (NAPE) have consistently shown that learners in schools located in urban areas achieve at higher levels of proficiency that their peers in schools located in rural areas. Reasons for this include the fact that teachers in the urban schools tend to spend more time on task, there is a higher level of parental involvement in the learning process, better access to facilities that supplement classroom teaching, etc.

    The Table shows that proportionally males performed better than the females and recorded a lower failure rate.

    8.0 PERFORMANCE OF SPECIAL CANDIDATE GROUPS

    8.1 Inmates

    UNEB maintains an examination centre at Uganda Government Upper Prison School, Luzira. Of the 58 candidates who registered, 53 candidates sat, five passed in Division 1, 23 obtained Division 2, 11 obtained Division 3, 11 obtained Division 4, and only three were ungraded.

    The table shows that there were more Special Needs candidates who were partially blind, dyslexic, needed transcribers, and those who needed extra time. Of the Special Needs candidates who registered, 20 were absent.

    9.0 EXAMINATION MALPRACTICE

    Scouts and Examiners reported a number of cases of suspected external assistance given to candidates inside the examination rooms by third parties. Three cases of suspected impersonation were also detected. Security personnel also arrested some people vending fake papers on the eve of the examination. Unlike in 2019, such cases of fake papers were few.

    Security also arrested some distributors in the districts of Nakasongola, and the greater Masaka areas who were entrusted with delivering the examination papers to examination centres, but along the way, cut the envelopes with a view to access the questions. These will be prosecuted in accordance with the UNEB Act.

    In accordance with Section 5 (2) (b) of the UNEB Act No 1 of 2021 the Board will withhold results of 2,220 candidates pending completion of investigations. The largest numbers of withheld results are from districts in the Rwenzori region, especially in the districts of Bundibugyo and Kasese. Schools whose results are withheld will be notified through their District Inspectors of Schools.

    All candidates whose results have been withheld will be accorded a fair hearing by the Board's Examinations Security Committee. After the hearings are concluded the Board will publish in the media the list of schools and districts from which results will have been cancelled.

    10.0 REPORT ON WORK OF CANDIDATES

    The Board gives feed back to its stakeholders. A Report on Work of Candidates is therefore compiled using observations of Examiners. Advice to teachers is given. All stakeholders particularly teachers are urged to utilize this Report.

    11.0 A WORD OF GRATITUDE

    I would like to join the Board Chairperson in thanking you, Hon Minister for the support we received from you that ensured that we obtained the necessary funds to run the examination during this very difficult time. I thank the Permanent Secretary for the keen interest in the work of UNEB and his being readily available for consultation any time I have needed him.

    I would like to thank the Chairperson and Board members for their guidance. I thank the District leaders; the Chief Administrative Officers, District and Urban Education Officials, monitors, scouts and invigilators for their cooperation and support during the management of 2020 PLE.

    Honourable Minister, I wish, in a special way, to appreciate the Staff of UNEB Secretariat. When the future looked bleak with uncertainties; when our personal safety was at great risk, our determination to deliver these results remained undaunted and rose each time we faced the COVID-19 related challenges. We dedicated each activity and each day in prayer in the firm belief that with God nothing is impossible.

    Special thanks go to the Inspector General of Police, the Chief of the Defence Forces and other Security agencies for releasing their personnel to support UNEB in ensuring the security of 2020 PLE in the field and at marking centres. I would like to thank the media for the role they played and continue to play.

    I wish to congratulate all the candidates who have passed the examination, the teachers who prepared them and the parents/guardians for their support.

    Finally, I wish to thank the institutions that allowed UNEB to use their premises and facilities to mark the PLE Examination despite the fact that the exercise caused an alteration in their school programme.

    12.0 COLLECTION OF RESULTS

    Results will be uploaded on the examination centre Portals. Each school can therefore download their results as soon as they are officially released. However, when conditions allow, UNEB will inform District and Municipal and City Inspectors of Schools to collect hard copies of the results from UNEB offices at Ntinda. No copies of results are available as of now. Parents, candidates and other interested parties may use the Short Message Services (SMS) on mobile networks which will post results of candidates on their mobile sets instantly.

    We wish to warn schools against collecting candidates together to celebrate the results, as this act is likely to spread the corona virus. Instead, parents and the candidates themselves can use the Short Messaging Service (SMS).

    ¢ Go to Messages on the phone menu

    ¢ Type PLE

    ¢ Leave space

    ¢ Type the full index number of the candidate

    ¢ Send to 6600
